Litter Lining Our Streets

Every time i venture outside I cant help but feel overwhelming sadness for the amount of litter that lines our road ways, parks, and streets.  Why is it that people feel it is ok to dump, or throw their garbage out the windows of their cars or simply dispose of it improperly?  i have travelled may places arount the world, and I have noticed that is a universal problem.  No matter where I go there is always trash on the streets and others places that it is not meant to be.  I mean even places like Bermuda who  claim to have 'strict' litter laws have  the problem, her they have trash bins all over the place, yet people still find a way not to put their trash in the trashcans.  On a smaller basis, it seems like every time I walk into the bathroom there always seems to be a pile of used paper towels in a pile around the trashcan instead of in it.  I always wonder if it is laziness on the culprit's behalf or another reason.  But, honestly - how lazy have we as a society gotten, if we aim ans shoot we are too lazy to bend and pick it up when we miss.
Litter is a big problem for locals and tourists alike.  Is there anyway to solve the problem and stop people from doing it.  People should want to keep the place that they live in as pristine and beautiful as possible; so providing trashcans and recycling bins should be enough.  Yet this scheme is not cutting it.  The only place that i can think of that seems not to have a problem with litter or anting related to it is Singapore  Singapore has the some of the strictest rules on cleanliness and littering in the world.  Maybe the rest of the world needs to get hip to their rules and start enforcing their own.
